How to read the table

State group
A subsidiary or a branch of a national company.
Private, Kazakhstan
A private company or group registered in Kazakhstan that, on the public record, belongs neither to a national company's group nor to an international engineering group. In many cases the participants are not published.
International group
The Kazakhstan company or branch of an international engineering group, or its joint venture with a Kazakhstan partner.

City is where the head office is; “also” lists the other cities in Kazakhstan where the organisation itself reports an office, branch or design bureau.

“Founded” is the year the organisation was created. An asterisk marks a year from which the organisation traces its history: it is the year a predecessor institute was created, and the present legal entity was registered later. For units of international groups it is the year the Kazakhstan company was created, as the group itself states it. A dash means the year could not be established.

What a design institute does

A subsoil user may drill, produce and build only under project documents, and those are drawn up by a licensed design organisation it engages. The institute prepares the document, takes it through the reviews together with the subsoil user and then carries out author supervision.

  • Where the Subsoil Code requires it, subsoil operations may be carried out only under a project document. It contains the plans, methods, technical conditions, technological indicators, volumes and timing of the work; it is drawn up separately for each subsoil area and takes account of environmental and industrial safety.

  • Hydrocarbon project documents fall into two groups. The basic ones are the exploration project, the trial production project and the field development project. The technical ones are developed on the basis of the basic ones; among them the Unified Rules name the seismic project, the technical project for drilling wells, the field facilities project, the project for conserving the subsoil area, the project for liquidating or conserving technological objects and the project for liquidating the consequences of subsoil use.

  • Project documents are drawn up by a design organisation engaged by the subsoil user that holds a licence for the relevant activity. They are approved by the subsoil user.

  • The subsoil user must comply with the provisions of project documents that received positive review conclusions. To change the types, methods, technologies, volumes or timing of the work, the project document is amended first; the cases where that is not needed are listed in the Unified Rules.

Four lines of work

The organisations in the comparison above are tagged by these lines.

  • Subsurface: reserves, exploration, development, wells

Reserves estimate reports, exploration, trial production and development projects, development analysis and author supervision, geological and reservoir simulation models. In this directory, technical projects for drilling (constructing) wells also belong here.

  • Field facilities and plants

Field facilities design — oil and gas gathering and treatment, field pipelines, tank farms, power supply — as well as trunk pipelines, gas processing and refining: from the feasibility study and FEED to working documentation and author supervision during construction.

  • Environmental documents

Reports on possible impacts, “Environmental protection” sections in design documentation, draft emission standards, document packages for environmental permits. Marked for organisations where environmental design is a line of work in its own right.

  • Research and laboratories

Laboratory studies that support design work — core, PVT, reservoir fluids, drilling fluids and cement slurries — as well as research and standards.

After the document is delivered

The documents needed at each stage and who approves them

The table follows the Subsoil Code for a hydrocarbon field. Project documents are approved by the subsoil user itself; the state carries out the reviews and receives notifications. The terms are those the law gives for a review.

How the reviews run and how long they take

  • The central commission on the exploration and development of hydrocarbon fields (known by its Russian abbreviation, ЦКРР) takes a basic project document only when the applicant already holds an environmental conclusion: the scoping conclusion and/or a screening conclusion that a mandatory assessment is not needed, or the conclusion on the results of the impact assessment.

  • The project, an annotation and an application on the set form are filed with the commission electronically, in DOCX and PDF. The application names the design organisation that developed the document.

  • The review is held with independent experts in geology and development; the independent expertise is paid for by the subsoil user. The expert has 20 working days for an exploration or trial production project and 30 working days for a development project or analysis. An expert who took part in preparing the project, or is affiliated with those who drew it up or approved it, is not engaged.

  • The fee cap for the independent expertise runs from “no more than 0.6 million tenge” to “no more than 3 million tenge”, depending on the stage and the size of the field.

  • A copy of the expert conclusion is sent to the subsoil user within five working days of its signing. Grounds for a negative conclusion include non-compliance with the legislation or the contract, with the requirements for the document's content, structure and formatting, or with good subsoil-use practice, and unreliable reserves data in a development project.

  • Until 1 January 2030 a number of project-document indicators count as contract obligations: well grid density, the ratio of producers to injectors, the compensation coefficient by pool, pressure ratios, the maximum gas factor, production and reinjection volumes, and well commissioning. They are not written into the contract but taken from the project documents.

  • Design documentation for construction on which building has not started within three years of approval is treated as outdated: it is corrected, reviewed again and re-approved.

  • Under contracts concluded before the Subsoil Code, work may continue under project documents approved under the earlier legislation; changes to them are made under the Code's rules.

Environmental documents that go with the projects

  • The report on possible impacts is prepared by holders of the licence for works and services in environmental protection. The compiler answers to the initiator for the report's quality.

  • An environmental impact assessment is mandatory, among other cases, for commercial production of oil above 500 tonnes a day or gas above 500 thousand m³ a day, for pipelines with a diameter above 800 mm and/or longer than 40 km, oil storage of 200 thousand tonnes and more, and oil refineries and gas processing plants. Hydrocarbon exploration and production, surface industrial facilities for producing oil and gas and pipelines longer than 5 km are subject to mandatory screening.

  • In the edition of the Environmental Code in force since September 2026, for activity under technical project documents during hydrocarbon exploration an impact assessment is not mandatory and no notice of planned activity has to be filed for screening. This does not apply to exploration at sea.

  • Where a mandatory assessment is not needed, the simplified procedure applies: the “Environmental protection” section within the design documentation and the draft emission standards. Draft emission standards for category I objects are developed by a holder of the same environmental licence.

  • Hydrocarbon production and processing and exploration at sea are category I objects; exploration other than at sea is category II. The state environmental review of design documentation is carried out within the environmental permit procedure; no separate conclusion is issued.

  • The conclusion on the results of the impact assessment has no expiry date, but lapses if the activity is not started within three years of its date.

Who may prepare project documents

Three kinds of documents need three different licences: in the hydrocarbons sphere — for subsurface documents, for design activity — for construction objects, and in environmental protection — for the report on possible impacts and the draft emission standards of category I objects. One organisation may hold all three or just one.

Subsurface documents: the hydrocarbons licence

  • The “Licence for works and services in the hydrocarbons sphere” has 13 sub-types. Two are design sub-types: sub-type 11, “Drafting basic project documents for hydrocarbon fields and analysing the development of hydrocarbon fields”, and sub-type 12, “Drafting technical project documents for hydrocarbon fields”. The licence is inalienable, class 1.

  • The Subsoil Code requires a licensed design organisation for all project documents, for the reserves estimate and operational estimate reports, and for the development analysis. The Unified Rules repeat it for technical drilling projects, and the conservation and liquidation rules for conservation and liquidation projects.

  • The licence is issued or refused within 30 working days. The licence fee in this sphere is charged per sub-type.

  • What a licensee must have. An office at the address given in the application. For basic documents and development analysis — licensed software for geological modelling of fields and hydrodynamic modelling of reservoirs, computers, a printer, a plotter of up to A0, downhole tools for field studies and a winch unit. For technical documents — licensed software for designing well drilling, computers, a printer and a plotter. A technical manager with higher technical education in hydrocarbons and at least three years' experience, and three specialists with at least two years' experience. Compliance is checked with a visit to the applicant.

Field facilities and plants: the design licence and its category

  • In architecture, urban planning and construction there are the “Licence for survey activity” and the “Licence for design activity”; both are inalienable, class 1. The sub-types of the design licence include the design of engineering systems and networks, among them “trunk oil pipelines, petroleum product pipelines, gas pipelines (medium and high pressure gas supply)”, and the technological design of industrial objects — energy, the processing industry and others. Oil and gas production is not named among the technological-design sub-types.

  • The annex to the licence states the licensee's category. Category I — objects of all levels of responsibility. Category II — objects of the second and third levels, and of the first level only as a subcontractor. Category III — objects of the third level, and of the first and second levels only as a subcontractor. The licensor assigns the category when issuing the licence.

  • The object's level of responsibility is set by the customer and confirmed by the design organisation. The first (elevated) level includes, among others, hazardous production facilities not listed separately in the Rules that have the features set in Articles 70 and 71 of the Law on Civil Protection; tanks for oil, petroleum products and liquefied gas of 10,000 m³ and more; gas distribution above 1.2 MPa; and trunk oil and product pipelines of classes I and II. The second level includes such tanks of a smaller volume and trunk oil and product pipelines of classes III and IV.

  • It follows from these provisions that an object of the first level of responsibility may be designed under a direct contract only by a category I licensee; category II and III licensees may work on it only as subcontractors.

  • Licences are issued by the local executive bodies of the capital, the regions and the cities of national significance that exercise state architectural and construction control and supervision. When the composition of the founders changes, the licence is reissued with a new check of the qualification requirements.

  • The qualification requirements in force since 1 July 2026. Category III: at least one attested engineering and technical worker on the staff (chief project engineer, chief project architect, chief designer or lead design engineer), an office owned or leased for at least a year, and software for calculations and drawings. Category II: in addition, at least five years' experience as a licensee and at least five completed objects of the second and/or third level as general contractor, or at least ten objects of the first and/or second level as a subcontractor. Category I: at least ten years' experience as a licensee — or at least seven years for those who designed offshore oil and gas projects in Kazakhstan, or at least five years as a category II licensee — and at least ten objects of the first and/or second level as general contractor, or at least twenty as a subcontractor. Experience is counted from the date of the licence and is annulled if the licence ends.

  • Specialists. Applicants and licensees must have on their staff specialists who have passed certification; a certified specialist may not work part-time in other organisations doing the same activity. The Construction Code's articles on certification take effect on 1 July 2028; until then a specialist's certificate is equal to an attestation in architecture, urban planning and construction.

  • Design organisations are licensed, not accredited. Accreditation is required of those providing technical supervision, technical inspection, project management and comprehensive non-departmental review.

  • A construction design organisation bears civil liability for the quality and soundness of its decisions, for defects of the documentation including those found in operation, and for its subcontractors' work; it provides author's support (author supervision) until the object is commissioned.

Environmental documents: the environmental protection licence

A foreign designer

  • The acts we read contain no requirement that the designer of hydrocarbon project documents be a Kazakhstan legal entity. The Subsoil Code requires a licence, and foreigners and foreign legal entities obtain permits on an equal footing with Kazakhstan ones unless laws or international treaties provide otherwise.

  • Design and estimate documentation made by a foreign legal entity for construction in Kazakhstan, except for objects of special economic zones and special industrial zones, must follow the Kazakhstan stages, composition and mandatory norms unless a ratified international treaty provides otherwise. The Code allows a departure from this rule by decision of the customer (investor) on the conditions named in the same provision, and for objects on the unified industrialisation map.

  • When a foreign person applies for a design licence, an equivalent permit document of a foreign state counts as experience.

  • Kazakhstan citizenship is required of the independent experts of the central commission — together with higher education in oil and gas and at least 15 years' experience.

Buying design work

  • Hydrocarbon subsoil users and their contractors buy goods, works and services by open tender, from a single source, by open reverse tender (electronic bidding), on commodity exchanges and — under a separate list — outside these methods.

  • When the winner is chosen, the bid price of a Kazakhstan producer of works and services is conditionally reduced by twenty per cent. Such a producer is an individual entrepreneur or a legal entity created under Kazakhstan law and located in Kazakhstan in which Kazakhstan citizens make up at least 95 % of the employees, not counting managers and specialists working under an intra-corporate transfer. For the discount to apply, the bidder files a statement of staff numbers. With equal prices the Kazakhstan producer is preferred.

  • When the tender covers a licensed activity, the bid must contain copies of the licences; non-residents file the same or equivalent documents.

  • The services of a design organisation and author supervision may be bought as one lot; so may design and turnkey construction. A subcontractor may not engage further subcontractors.

  • Single-source purchase is allowed for changes and additions to design or pre-design documentation from the supplier that developed it, and for the development analysis from the developer of the design or pre-design documentation. Author supervision services and the services of the independent experts engaged by the central commission and by the reserves commission are bought outside the procurement methods.

  • The share of in-country value in the works and services bought in a calendar year must be at least 70 %; this does not apply to complex projects in the Kazakhstan sector of the Caspian. The calculation under the unified methodology takes into account the share of the payroll of Kazakhstan staff in the supplier's total payroll. The 70 % rule does not extend to contracts concluded before the Code took effect.

  • These procurement rules do not apply to subsoil users that buy under the public procurement legislation or, as natural monopolies, under the natural monopolies legislation, to legal entities in which the national managing holding owns, directly or indirectly, fifty per cent or more of the voting shares (participation interests), or to complex projects. National managing holdings, national holdings, national companies and organisations in which they own fifty per cent or more of the voting shares (participation interests) buy under the Law on Procurement of Certain Quasi-Public Sector Entities, and under production sharing agreements and the contract approved by the President the procedures of those agreements apply.

What we found no direct answer to in the acts

In both cases ask the designer for all its licences with their annexes and check the requirements with the licensor before signing the contract.

Choosing a designer: questions to check

A neutral list of what is worth asking and checking before a contract. It is built on the legal requirements from the sections above; we do not rate organisations.

  1. 1

    Which document you need

Decide what kind of document it is: a basic or a technical subsurface document, a field facilities project, an environmental document. The licence and its sub-type depend on that. Not every organisation covers every line of work — see the “Disciplines” column in the comparison.

  2. 2

    The licences and their annexes

Ask for the licence numbers and annexes: sub-type 11 or 12 of the hydrocarbons licence, the design licence with its category, the environmental licence. Check them in the state licence register, elicense.kz: whether the licence is valid, whether it has been reissued and whether it was issued to this legal entity. In the profiles the licences are given as the organisation itself states them.

  3. 3

The designer's category and the object's level of responsibility

An object of the first level of responsibility may be designed under a direct contract only by a category I licensee. The level is set by the customer and confirmed by the designer — settle it before the tender.

  4. 4

    Documents that have passed review

Ask for examples of the same kind of document from recent years, with the numbers of the protocols and conclusions: of the central commission, the state commission on reserves, the comprehensive non-departmental review. Part of this is public — in the public hearing notices on the state environmental portal and in the state bank of construction projects.

  5. 5

    Who will do the work

Ask who the technical manager and the specialists are, which attested engineers are on the staff, which licensed software the organisation uses and what it subcontracts. The designer answers for its subcontractors' work, and under the procurement rules a subcontractor may not engage subcontractors of its own.

  6. 6

    Where the design is made

With international groups and joint ventures, find out which part of the design is made in Kazakhstan and who signs the documentation. As a rule, a foreign legal entity's documentation for construction in Kazakhstan must follow the Kazakhstan stages, composition and mandatory norms; the exceptions are named in the Construction Code.

  7. 7

    Author supervision and later changes

The author of the project carries out author supervision, and corrections to construction design documentation are made by the organisation that developed it; during author supervision the design organisation may be replaced only with the author's consent. The choice is made for a long time — settle author supervision (in construction, author's support) and the handover of models and source data in the contract.

  8. 8

    Liability for quality

In a drilling project the subsoil user is responsible for the input data, and the subsoil user and the design organisation for the quality of the project. In construction the designer bears civil liability for defects of the documentation, including those found in operation. The compiler of the report on possible impacts answers to the initiator for its quality.

  9. 9

Review times in the project schedule

Build the statutory terms into the schedule: the central commission's review — two months for an exploration project and three months, extendable by no more than three more, for trial production and development projects; the reserves review — three months with the same extension; the independent expert — 20 or 30 working days. The environmental conclusion is needed before filing with the commission. Construction design documentation is treated as outdated if building has not started within three years of its approval, and the impact assessment conclusion lapses if the activity is not started within three years.

  10. 10

    The terms of the purchase

Check which procurement method you must use, whether the licences are attached to the bid, whether the 20 % conditional discount for a Kazakhstan producer of works and services applies and how the contract will affect your share of in-country value.

  11. 11

    Conflict of interest

The central commission includes representatives of research and design organisations. A member with a conflict of interest regarding the subsoil user or the design organisation that submitted the project does not vote on that project, and an expert who took part in preparing it is not engaged for the independent expertise.

  12. 12

What is confirmed and what is claimed

In the profiles, facts known only from the organisation's own words are marked “according to the company”. Check them against primary documents before deciding.

How the directory was compiled

Who is included
Organisations with a real presence in Kazakhstan — a legal entity, a branch or a permanent office — that themselves prepare project documents for oil and gas. Construction contractors, equipment vendors and consultants with no design output are not included.
Where the facts come from
The organisations' official websites; state registers and portals — public hearing notices, the public procurement register, the licence register, the bank of construction projects, the depository of financial statements; the annual reports of parent companies; business and trade media. Every profile carries its list of sources. Links to state portals lead to the portal itself rather than to individual records, because the records contain personal data of company representatives.
What “according to the company” means
It marks facts we found only with the organisation itself — on its website or in its materials — and could not confirm by a register, an official document or a press publication. Most often these are lists of services and completed projects. Facts without the mark are confirmed by a state register or an official document, or were published in the business or trade press.
Licences
The licences in the profiles are given as the organisation itself states them: from the documents it publishes, or from the state licence register where the record could be opened. Licences are reissued — check the current status in the register before a contract.
No ratings
We compile no ratings and do not judge the quality of anyone's work. Being in the directory is not a recommendation, and being absent is not a judgement: it means we did not find information about the organisation or have not checked it yet.
Contacts and personal data
Contacts are company-level only, as the organisation itself publishes them: the office address, the switchboard phone, the general mailbox. The directory carries no names of employees or owners; owners are described as a state group, a private company or group, or an international group.
Date checked
The data was checked on 2 October 2026. Organisations are reorganised and move — if you see an inaccuracy, tell us.
