Construction Code of the Republic of Kazakhstan
A new code, in force since 1 July 2026, that governs architectural, urban-planning and construction activity: design, expert review of projects, construction, supervision, acceptance into operation and demolition. It replaced the 2001 Law on Architectural, Urban Planning and Construction Activities and applies to building oil and gas facilities, camps and infrastructure.
What matters for an oil & gas company
- In force from 1 July 2026 (some provisions from 1 January 2027 and 1 July 2028); the 2001 Law was repealed, with a few provisions kept until 1 July 2028.
- Construction projects undergo comprehensive non-departmental expertise; in cases listed in the Code it is a state monopoly carried out by the state expert organisation.
- Contractors must hold a licence for architectural, urban-planning and construction activity; before construction and installation works start, the customer notifies the architectural and construction control bodies, and construction is accompanied by technical supervision and the designer's author supervision.
- Completed facilities are accepted into operation under the Code's procedure, with state architectural and construction control, including through an automated digital system.
