The core technical rulebook for exploring and developing hydrocarbon fields. It sets requirements for project documents (exploration project, trial production project, field development project, development analysis), reserve estimation, well construction and operation, development control and protection of the subsoil and the environment.
What matters for an oil & gas company
- Apply to all hydrocarbon subsoil users, operators and trust managers regardless of ownership or contract date, including production sharing agreements; since the 2026 amendments they cover hydrocarbons only (the uranium section was deleted).
- The exploration project is prepared within one year of contract registration and covers the whole exploration period; the field development project covers the entire period of profitable production and is based on reserves that passed state subsoil expertise.
- Contain the forms of daily and monthly oil, gas and condensate production metering reports and minimum well-survey requirements for development control.
