Law of the Republic of Kazakhstan “On Civil Protection”
Covers civil defence, prevention and response to emergencies, fire safety and industrial safety. It is the main industrial safety law for hazardous production facilities such as oil and gas fields, pipelines and processing plants, and it replaced the 2002 Law on Industrial Safety at Hazardous Production Facilities.
What matters for an oil & gas company
- Facilities where flammable, combustible or explosive substances are produced, processed, stored or transported by pipeline are hazardous production facilities.
- Declarable hazardous facilities must have an industrial safety declaration; industrial safety expertise is carried out in cases set by law.
- Each hazardous facility must have an accident response plan and hold drills; the organisation must set up its own professional emergency rescue service or contract one.
- Accidents and incidents are investigated by a commission and recorded; organisations performing certain industrial safety works must be attested.
