Regulation on the Central Commission for Exploration and Development of Hydrocarbon Fields (TsKRR), which carries out state expertise of base project documents and development analyses.
What matters for an oil & gas company
- Submitted for expertise: exploration projects and changes to them — only those providing for appraisal, offshore exploration or an increase of the subsoil area (the rest go to the competent body by notification, Article 139(2) of the Code); trial production projects and field development projects with changes and additions; development analyses — in the cases of Article 142(8) of the Code (a deviation from the project above 10% and a justified conclusion that it must be changed).
- Terms: exploration project — 2 months; trial production projects, development projects and development analyses — 3 months, extendable by up to 3 months.
- Independent experts are engaged; members include state bodies, the National Chamber of Entrepreneurs, industry associations and research and design organisations.
