The unified methodology for calculating in-country value (formerly 'local content') in purchases of goods, works and services, used by subsoil users, the quasi-public sector, system-forming enterprises and natural monopolies.
What matters for an oil & gas company
- Used to monitor and control in-country value obligations and to assess the involvement of domestic companies and industrial competitiveness.
- Calculates the in-country value share in contracts for the supply of goods and in contracts for works and services (taking into account the Kazakhstani share of the supplier's and subcontractors' payroll).
- Restated in a new edition in August 2026 (Order of the Minister of Industry and Construction No. 414 of 21.08.2026).
