Hydrocarbon suspension and abandonment rules
On approval of the Rules for conservation and liquidation in the exploration and production of hydrocarbons

Set the procedure for conserving (temporarily suspending) a subsoil area and liquidating the consequences of hydrocarbon exploration and production, including notice to the competent body, the required conservation/liquidation project and acceptance of completed works by a commission.
What matters for an oil & gas company
- 15 calendar days before starting, the subsoil user notifies the competent body (Ministry of Energy), attaching a justification, data on remaining reserves and wastes, and an approved project that has passed the required expert reviews.
- Completion is reported within 15 calendar days, and to the regional akimat within 30 calendar days after liquidation; a commission signs the conservation/liquidation act within 10 working days after inspecting the site.
- Cover conservation of the subsoil area and liquidation of wells, pipelines, tanks, oil pits, sludge collectors and other facilities.
