Set how the quota for attracting foreign labour for the coming year(s) is formed from employers' applications and distributed among the regions, cities of republican significance and the capital.
What matters for an oil & gas company
- The quota is set as a percentage of the labour force and comprises the quota for permits issued by local executive bodies, country-of-origin quotas under ratified treaties and a quota for labour immigrants.
- Employers apply to the akimat where the work will be done by 1 October; akimats consolidate applications by 10 October, submit them to a regional commission by 15 October and send consolidated requests to the migration authority by 1 November.
- Applications are rejected if local workers can meet the need or the employer has unremedied violations of foreign-labour or labour law; intra-corporate transfers are outside these rules.
