Foreign labour permit rules
On Approval of the Rules and Terms for Issuing or Extending Permits to Employers to Hire Foreign Labour and for Intra-Corporate Transfers
Set the procedure and conditions for local executive bodies to issue and extend permits allowing employers to hire foreign workers, and the conditions for intra-corporate transfers of managers and specialists.
What matters for an oil & gas company
- Workers are grouped into four categories (managers and deputies; heads of structural units; specialists; skilled workers) plus seasonal workers.
- Permit terms: category 1 — one, two or three years, renewable; categories 2 and 3 — 12 months, renewable up to three times; category 4 — 12 months without renewal; seasonal workers — up to 90, 180, 270 or 365 days.
- Intra-corporate transfer is allowed for up to three years with a one-year extension; a fee is charged for issuing or extending a permit at rates set by the Government.
