1% training obligation rules
On approval of the Rules for financing the training of Kazakhstani personnel in the amount of one percent of production costs incurred by a subsoil user during the hydrocarbon and/or uranium production period for the previous year

Set how subsoil users fulfil the obligation to finance training of Kazakhstani personnel equal to 1% of the previous year's production costs, every year of the production period starting from the second year.
What matters for an oil & gas company
- Production costs are taken from the report on fulfilment of licence/contract terms; spending above 1% is credited against the next year's obligation.
- Eligible spending covers training, advanced training and retraining of the subsoil user's own Kazakhstani employees and training of other people in the list of most in-demand specialties, including professional practice.
- The list of in-demand specialties is compiled by the authorised body for hydrocarbons and uranium mining and published on its website.
