Risk-assessment criteria and checklists the Ministry of Energy uses to select hydrocarbon subsoil users for on-site preventive control and to check compliance in onshore and offshore operations.
What matters for an oil & gas company
- Controlled entities are classed as high, medium or low risk; subjective criteria include, for example, breaches concerning gas processing programme reports, well-test durations, well operating regimes and procurement procedures.
- Separate checklists for onshore and offshore exploration and production, for persons whose subsoil use right has terminated, and for holders of permits to build and place offshore facilities.
- Together with the monitoring rules (Order No. 160) they replace the former 'rules for control over compliance with contract terms'; control is carried out under the Entrepreneurial Code.
