Law of the Republic of Kazakhstan “On State Regulation of Manufacturing and Turnover of Specific Types of Oil Products”
Regulates production and turnover of gasoline, diesel and aviation fuel, fuel oil and road bitumen: crude oil refining, wholesale and retail sale, transportation, accounting and price regulation. It matters for refineries, crude oil suppliers to refineries, wholesalers and filling stations.
What matters for an oil & gas company
- A crude oil refining plan for refineries (except small-capacity ones) is approved every year by 15 December to keep refineries loaded and meet domestic demand.
- Producers must sell petroleum products on equal, non-discriminatory terms and obtain a personal identification number-code before production; wholesale suppliers must notify the authority and hold a petroleum products depot.
- The state may cap retail prices at stationary filling stations and wholesale prices of products supplied to them.
- Import and sale of gasoline and diesel with metal-containing additives and of substandard products are banned; turnover is declared and checked against accompanying invoices and metering-device data.
