State subsoil expertise rules
On approval of the Rules for conducting state subsoil expertise and the Regulation on the State Commission for Subsoil Expertise

Set the procedure for state subsoil expertise carried out by the State Commission for Subsoil Expertise and its subcommissions on final geological study reports — mainly groundwater reserves and geological reports on subsoil space — together with the commission's regulation.
What matters for an oil & gas company
- Groundwater reserves above 1,000 m³/day, mineral, industrial and thermal waters and geological reports on subsoil space are reviewed by the Commission; smaller groundwater reserves by subcommissions at territorial units.
- The subsoil user submits the final report with an author's summary; incomplete submissions are returned within 7 calendar days; the expertise takes up to 60 calendar days.
- Hydrocarbon reserves are not examined under these rules: under Article 141 of the Code (transitional wording until 01.01.2030) hydrocarbon reserve estimation reports are examined by the State Commission on Reserves.
