Require entities handling crude oil, gas condensate, raw and commercial gas to equip production facilities with metering devices and keep them working so that data flow into the national accounting information system.
What matters for an oil & gas company
- Metering devices are installed according to the entity's process flow scheme, which must be pre-agreed with the Ministry of Energy (review within 30 working days); no duplication is needed where pipeline or gas transport companies already meter at custody transfer points.
- The list of facilities and deadlines for installation are approved by Minister of Energy Order No. 357 of 04.11.2019.
- Measurements follow certified methods (GOST 8.587, GOST 30319) using instruments admitted under the Law on Ensuring Uniformity of Measurements; processed data are transmitted to the accounting information system through the entities' software.
