Energy Saving Law
Law of the Republic of Kazakhstan “On Energy Saving and Increase of Energy Efficiency”
Sets energy-saving obligations for large energy consumers and requirements for buildings, equipment and products. Oil and gas companies whose annual consumption reaches the threshold become subjects of the State Energy Register and must carry out energy audits and energy-saving plans.
What matters for an oil & gas company
- Companies consuming energy resources equivalent to 1,500 tonnes of standard fuel or more per year are State Energy Register subjects and submit data every year by 1 April.
- Such subjects undergo a mandatory energy audit at least once every five years and approve an energy-saving action plan within six months of receiving the audit conclusion.
- An express energy audit may replace the full audit if there is a previous conclusion, at least 5% savings were achieved over five years and a certified energy management system is in place.
- Energy-efficiency targets are set for register subjects consuming 50,000 tonnes of standard fuel or more per year.
