On Approval of the Rules for Holding an Auction Using the Informatisation Object of the Electronic Auction Operator for Granting the Right of Subsoil Use for Hydrocarbons in Electronic Form

Govern the electronic auctions through which the Ministry of Energy grants hydrocarbon exploration-and-production or production rights for areas included in the State Subsoil Fund Management Programme; the winner is the participant offering the highest signature bonus.

What matters for an oil & gas company

  • Auctions run on the electronic auction operator's platform; participants need an electronic digital signature, a participation fee (100 MCI) and a guarantee deposit securing payment of the signature bonus.
  • The starting signature bonus is set under the Tax Code; bids rise by the auction step and the results register is generated automatically.
  • If the only registered participant is the applicant who initiated the auction, the auction is cancelled and the contract is concluded with that applicant upon payment of the starting bonus (Art. 99(1) of the Code).
