Set how the competent body (Ministry of Energy) monitors whether hydrocarbon (and uranium) subsoil users meet their contract obligations, using their mandatory reports, satellite monitoring data and other information.
What matters for an oil & gas company
- Annual reports are analysed within 6 months of submission (reports for the quarter in which a contract expires within 30 working days); requests for additional information must be answered within 10 working days.
- Unreported obligations are treated as unfulfilled; physical work volumes (geophysics, drilling, production) count only when completed and supported by acceptance acts, invoices and payment orders.
- If a breach is found, the subsoil user receives a notice of breach of contract terms.
