KazTransOil Research and Development Centre (CIR)

In-house research and design centre of KazTransOil JSC — a branch of the company, not a separate legal entity; it is based in Astana, with design-estimate bureaus also in Aktau and Pavlodar. According to the company, it was created on 3 September 2000 as the Science and Technology Centre branch and renamed the Research and Development Centre in May 2020; since 25 December 2023 it has been located at M. Gabdullin Street 2 in Astana. It prepares design-estimate documentation for the investment programme and overhaul of KazTransOil's own facilities — trunk oil pipelines, oil pumping stations, tanks and tank farms — together with the environmental sections and emission-limit projects for them. According to the company, the centre runs laboratories for oil and petroleum products, physical and chemical methods, and corrosion; at the end of 2025 the branch had 127 employees (KazTransOil annual report). It designs only for KazTransOil itself: no work for outside clients was found in public sources, and all licences are held by KazTransOil JSC.

According to the company, it was founded in 2005, provides design, equipment supply and construction for refining and petrochemicals, and its design department is the former in-house design office of the Pavlodar plant, which moved to KGNT in 2018, to KING in 2019 and to EON Energo in 2021. Thirteen public-hearing notices on the state portal (2021–2026) name the company as developer of documentation for the Atyrau Refinery and the Pavlodar Petrochemical Plant: expansion of a hydrogen compressor station, a coke-chamber block, off-gas compression, reconstruction of an oil metering unit. Much of the material published for these projects consists of environmental protection sections and impact reports. The 2020 licences shown on its website — design activity of category I, engineering surveys, and environmental protection works and services — are marked as re-issued in the state register; the current documents are not published on the site.
