Fluor led the KPJV joint venture (with Worley, Kazakh Institute of Oil and Gas JSC and KazGiproNefteTrans Engineering Company LLP), which from 2011 carried out the FEED and, after the 2016 investment decision, the detailed engineering, procurement and construction management for the Future Growth Project – Wellhead Pressure Management Project at Tengiz; according to Fluor, the engineering was executed from its office in Farnborough, UK, with support from centres in Atyrau and Almaty. The project is complete: first oil at the Third-Generation Plant came on 24 January 2025, and Fluor announced completion and start-up on 4 March 2025. Separately, Fluor signed a framework agreement with NCOC for conceptual studies and front-end engineering (January 2017, for two years) and an engineering services agreement with KPO in consortium with the KazNIPImunaygas branch of KMG Engineering LLP (October 2019, for three years with two one-year extension options).
